Overview The City of Fullerton’s early morning parking prohibition between the hours of 2am and 5am was established by ordinance more than one hundred years ago to preserve and extend the life of new pavement. Over time it was recognized that the ordinance also contributed to enhanced neighborhood aesthetics, efficient street sweeping, and reduced vehicle related crashes and crimes on public streets. However, today the City recognizes that there is a need to provide more on-street parking during early morning hours to address increased residential parking demand due to growing families and other societal changes. Goal The goal of the early morning parking permit pilot program is to streamline the issuance of on-street parking exemptions for qualifying residents through a temporary program for a period of eighteen months. The pilot program is intended to relax the evaluation criteria and facilitate the permit issuance process to deliver on-street parking relief to qualifying residents without disrupting the protections afforded others by the current ordinance provisions. The pilot program is designed to be an efficient and adaptable parking program that is self-funded through permit fees. Procedures A property owner or tenant of either a single-family residence or multi-family residence, may apply for an Early Morning Parking Permit(s), which exempts their vehicle from the citywide early morning parking prohibition between 2am and 5am as outlined in Fullerton Municipal Code 8.44.080. Issuance of a permit does not guarantee an on-street parking space. 1. Applications for permits are administered through an online portal to expedite review and issuance at the following link: https://fullerton.getapermit.net 2. Applicant must complete the online application. 3. Application requires the submittal of the following to be eligible for a permit: a. An email address. b. A residential property address in the City. c. Copy of a utility bill or lease/rental agreement verifying proof of residency. d. Copy of California Driver’s License indicating residency at said address. e. License plate number for all vehicles registered at said address. f. Copy of the current vehicle registration for each vehicle registered to said address. If a vehicle is leased, a copy of the lease is acceptable. 4. Applicant must self-certify that the property is in compliance with all City codes related to on-site vehicle access and parking. 5. Applicant must self-certify that all on-site parking spaces, i.e., driveway, garage, carport, etc., are free of any obstructions and that there are more operational registered vehicles at the property than can be reasonably accommodated on the premises. 6. Applicant must pay the applicable permit fee prior to issuance of any permit(s). Permits & Fees 1. Early Morning Parking Permits will be “hang-tag” type permits which are to be hung from the rear-view mirror when the vehicle is parked on the street. In the event there is no mirror, the permit can be placed on the dashboard of the vehicle. 2. Early Morning Parking Permits are transferable between permit eligible registered vehicles of the same household. 3. All Early Morning Parking Permits for the pilot deployment are valid until December 31, 2025. 4. Early Morning Parking Permits do not exempt the holder from any California Vehicle Code (CVC) or Fullerton Municipal Code (FMC) parking regulations, including the restriction which limits on street parking to no longer than 72-hours in the same location. 5. Early Morning Parking Permit fees are established to provide the City full cost recovery of the pilot program. The cost of each permit is $50 for the entire pilot period regardless of when the application is filed and/or approved. There is pro-rating of permit costs. 6. Temporary permits (24-hour) for short-term parking deficiencies such as but not limited to; emergencies, out of town visitors, or short-term construction (driveways, home repair, etc.) are still available through the Police Department’s Traffic Division at (714) 738-5313. Program Conditions 1. Vehicle owner must reside at the permit address as verified by his or her driver’s license. 2. Vehicle must be registered to the permit address. 3. Only residential properties are eligible for permits. 4. Single-family residential properties are eligible for 1 permit per licensed driver up to a maximum of 2 permits per property address. 5. Multi-family residential properties are eligible for 1 permit per unit address. 6. Permitted vehicles must park adjacent to the property for which the permit was issued or within the same block. 7. The following vehicles, although possibly registered to a residential address in the City, are ineligible for permits: boats, recreational vehicles, trailers, company/corporate vehicles, or commercial vehicles over 6,000lbs. 8. Permits will not be issued to residents on a street that is posted with signs allowing early morning parking. 9.
